Start a Rarus potion chain and find the hunting grounds for your next form.

Start a shapeshift chain
At level 20, ask Demanco in Blython about the Shapeshift Hunting primer. He sells the four Rarus starter potions: Capilla, Crazy Bandit, Glimmer Fish, and Bloodpede.
Accept the primer, then drink a starter potion.
Fight on a map associated with that form while the transformation is active.
When you obtain a potion for a later form in the chain, drink it.
Return to Demanco in Blython.

A potion is a possible reward, not a guaranteed result of each fight. Wearing the correct form matters as well as choosing the correct map.
Keep progressing
The primer first records a Rarus starter form, then a later Rarus form. Drinking another starter does not complete the second step. Follow the ShapeShifting Guide and your quest journal for the next hunting location as you move along a chain.
